设计要求
3.Designrequirements(seedesignspecificationfordetails)?
规划设计范围：南临高新大道，西临未来一路，北临长岭山街，东临未来二路，用地面积约87公顷。本项目设计内容为用地87公顷范围内的世界自然博物馆和武汉新城体育中心及体育公园,结合自然风貌，南北山水主轴与东西山水廊道，统筹考虑场地内古姆山山体、水体修复利用、景观及建筑室内外场地的整体规划。
(1)Thescopeofplanninganddesign:ThesouthisadjacenttoGaoxinAvenue,thewestisadjacenttoFuture1stRoad,thenorthisadjacenttoChanglingshanStreet,andtheeastisadjacenttoFuture2ndRoad(hereinafterreferredtoasthe"Base"),withalandareaofabout87hectares.ThedesigncontentofthisprojectistheWorldMuseumofNatureandthesportscenterandsportsparkofWuhanNewCitywithintheareaof87hectares.Combinedwiththenaturalfeatures,thenorth-southlandscapeaxisandtheeast-westlandscapecorridor,theoverallplanningoftheGoummountain,waterrestorationandutilization,landscapeandtheindoorandoutdoorsitesofthebuildingaretakenintoaccount.

本次征集采用公开报名方式，通过资格预审评选出七家高水平应征人参与下一阶段建筑方案设计。Thissolicitationadoptstheopenregistrationmethod,and7high-levelapplicantsareselectedtoparticipateinthenextstageofarchitecturaldesignthroughpre-qualification.

5.Openregistrationrequirements
应征人如为国内企业，须具备中华人民共和国建设行政主管部门颁发的工程设计综合甲级或建筑行业设计甲级资质；如为境外及港澳台地区应征人，则应当具备其注册所在国或所在地区主管机关核发的从事建筑、工程设计相应资格或能力证明文件。
(1)ThedomesticenterpriseshallhaveGradeAcomprehensiveengineeringdesignqualificationorGradeAconstructionindustry(constructionengineering)designqualificationissuedbythecompetentdepartmentofconstructionadministrationofthePeople'sRepublicofChina;AdesignentityfromoverseasorHongKong,MacaoandTaiwanshallhavetherelevantqualificationorabilitycertificateissuedbythecompetentauthorityofthecountryorregionwhereitisregisteredtoengageinarchitectureandengineeringdesign.
应征人应同时具有①建筑面积五万平米以上文化艺术场馆类的设计工作业绩；②建筑面积十万平米以上体育中心类的设计工作业绩。
Theapplicantshouldalsohavethedesignperformanceofculturalandartfield(exhibition)withaconstructionareaofmorethan50,000squaremeters;②Designperformanceofsportscenterswithaconstructionareaofmorethan100,000squaremeters.???
应征人拟担任本项目的设计负责人应具备有效的一级注册建筑师执业证书，或具备高级建筑工程师职称。
(3)Theapplicantwhointendstoserveasthedesignleaderoftheprojectshallhaveavalidfirst-classregisteredarchitectpracticingcertificate,oraseniorarchitecturalengineertitle(theprojectleaderoftheoverseasapplicantshallhavethecorrespondingpracticingqualification).
法定代表人为同一人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时参加本项目的方案征集活动。
(4)Twoormorelegalpersons,parentcompany,wholly-ownedsubsidiaryandholdingcompanywhoselegalrepresentativeisthesamepersonshallnotparticipateintheschemesolicitationactivitiesofthisprojectatthesametime.
本次征集活动接受联合体报名。联合体报名时须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后，不得再以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则报名无效。根据本次征集项目特点，为保证应征人对项目所在地文化和国内相关标准规范的准确理解，境外应征人须与境内应征人组成联合体参与，并以境内应征人作为联合体牵头单位。
(5)Thissolicitationactivityacceptsjointregistration.Whenapplyingforaconsortium,theconsortiumagreementshallbesubmitted,andtheprincipalentityoftheconsortiumshallbespecifiedintheagreement.AftereachmemberoftheConsortiumhassignedtheConsortiumAgreement,he/sheshallnotregisterinhis/herownname,formanewconsortiumorparticipateintheregistrationofotherconsortiums,otherwisetheregistrationshallbeinvalid.Accordingtothecharacteristicsofthiscollectionproject,inordertoensuretheapplicant'saccurateunderstandingofthelocalcultureoftheprojectandtherelevantdomesticstandardsandnorms,theoverseasapplicantshallformaconsortiumwiththedomesticapplicantastheleadunitoftheconsortium.
设计团队要求：
(6)Designteamrequirements:
①首席设计师必须负责主创、参加现场踏勘及汇报评审等，中选应征人首席设计师需按照征集人要求参加后续深化设计工作。
①Thechiefdesignermustberesponsibleforthemaincreation,participateinthesitesurveyandreportreview,etc.Thechiefdesigneroftheselectedcandidateshallparticipateinthesubsequentdeepeningdesignworkaccordingtotherequirementsoftheorganizer.
②设计过程中若首席设计师与征集材料所提交的信息不符或未经征集人认可擅自更换首席设计师的，则视为参加资格无效。
②Duringthedesignprocess,ifthechiefdesignerdoesnotconformtotheinformationsubmittedinthesolicitationmaterialsorchangesthechiefdesignerwithouttheapprovaloftheorganizer,thequalificationwillbedeemedinvalid.

征集流程
6.Solicitationprocess
本次征集分为三个阶段，分别为报名及资格预审阶段、建筑方案设计及评审阶段、综合评定阶段。
Thesolicitationisdividedintothreestages,namelytheregistrationandpre-qualificationstage,thearchitecturaldesignandevaluationstage,andthecomprehensiveevaluationstage.
第一阶段：报名及资格预审阶段
(1)Phase1:Registrationandpre-qualificationphase(11days)
发布征集公告，公开接受国内外应征人的报名。应征人提交资信文件，征集人组织资格预审会，投票评选出7家无排序的入围应征人进入下一阶段工作并发出征集文件。
Publishtheannouncementofsolicitation,andopenlyaccepttheapplicationofdomesticandforeigncandidates(includingconsortia).Theapplicantsubmitsthecreditdocuments(comprehensiveperformance,qualificationsofprojectleaders,strengthofdesignteam,conceptproposal,etc.),andthesolicitororganizesthepre-qualificationmeeting,votesandselects7unrankedfinaliststoenterthenextstageofworkandissuesthesolicitationdocuments.
第二阶段：概念方案设计及评审阶段
(2)PhaseII:Conceptualdesignandevaluationphase(31days)
①方案讲解
应征人根据应征文件送达顺序依次进行方案讲解，应征人须自带笔记本电脑，结合相关PPT，对于本次方案进行讲解并接受专家质询，述标时间不超过三十分钟。
①Programexplanation
Theapplicantshallexplaintheschemeinturnaccordingtotheorderofdeliveryoftheapplicationdocuments.Theapplicantshallbringhisownlaptop,combinetherelevantPPT,explaintheschemeandacceptthequestionsoftheexperts.Thedescriptiontimeshallnotexceed30minutes.
②应征文件的详细评审
评审委员会根据方案征集文件中规定的评审办法，对方案创意、完整性及实施的可行性进行评审，以打分形式对应征人进行排名。
②Detailedreviewofapplicationdocuments
Theevaluationcommitteeshallevaluatetheoriginality,completenessandfeasibilityofimplementationoftheprogramaccordingtotheevaluationmethodsspecifiedintheprogramsolicitationdocuments,andrankthecandidatesintheformofscoring.
第三阶段：综合评定阶段
(3)Thethirdstage:Comprehensiveassessmentstage(3days)
经上级主管部门评审后，确定最终应征人中选单位排名，并由第一名完成后续方案深化设计。
Thesuperiorcompetentdepartmentreviewsandagreestodeterminethefinalapplicant'sselectedunitranking,andthefirstonecompletesthefurtherdesignofthefollow-upplan.

设计费
7.Designfee
根据评审结果：
Accordingtothereviewresults:
给予最终排名第一名应征人奖金人民币一百二十万元，第二至三名应征人各人民币八十万元补偿，第四至五名应征人各人民币六十万元补偿，第六至七名应征人各人民币四十万元补偿。若应征人提交的方案未达到《设计任务书》和《建筑工程设计文件编制深度规定》中有关内容及深度要求时，将取消其补偿费。
(1)BonusofRMB1.2million(includingtax)willbeawardedtothefirstrankedapplicant,RMB800,000(includingtax)compensationforthesecondtothirdcandidates,RMB600,000(includingtax)compensationforthefourthtofifthcandidates,andRMB400,000(includingtax)compensationforthesixthtoseventhcandidates.IftheschemesubmittedbytheapplicantdoesnotmeettherelevantcontentanddepthrequirementsintheDesignTaskandtheRegulationsontheDepthofPreparationofConstructionDesignDocuments(2016edition),thecompensationfeewillbecancelled.
最终中选的应征人须完成后续方案设计深化，方案设计深化费用在现行国家收费标准内结合报价另行商议。
(2)Thecandidatewhoisfinallyselectedshallcompletethefollow-upplandesigndeepening,Thecostofdeepeningtheschemedesignshallbeseparatelynegotiatedwithinthecurrentnationalchargingstandardcombinedwiththequotation.
备注：以上费用包含应征人为完成方案设计所需的所有费用，以及需要承担根据国家及政府规定必须缴纳的各种税费。除上述费用外，应征人自行承担所有参加本次方案征集活动相关的费用，不论应征的结果如何，方案征集人和代理机构均不承担这些费用。
Note:Theabovefeesincludealltheexpensesrequiredbytheapplicanttocompletetheschemedesign,aswellasalltaxesandfeesthatmustbepaidaccordingtothenationalandgovernmentregulations.Inadditiontotheaboveexpenses,theapplicantshallbearalltheexpensesrelatedtoparticipatingintheproposalsolicitation.Regardlessoftheresultoftheapplication,theproposalsolicitorandtheagencyshallnotbeartheseexpenses.

应征人对应征作品享有署名权，经征集人许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。征集人、承办单位以及项目建设单位有权在本项目的咨询中使用应征方案成果，征集人、承办单位以及项目建设单位在对本项目的方案作综合调整时，可以全部或部分使用应征方案成果，也可对其进行修改，征集人、承办单位以及项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征方案成果。
(1)Theapplicantshallhavetherightofauthorshipofthesubmittedworksandmay,withthepermissionoftheorganizer,evaluateanddisplaythesubmittedworksthroughthemedia,professionalmagazines,booksorotherforms.Thehostunit,theundertakingunitandtheprojectconstructionunithavetherighttousetheresultsoftheproposedschemeintheprojectconsultation.Thehostunit,theundertakingunitandtheprojectconstructionunitmayusetheresultsoftheproposedschemeinwholeorinpartormodifythemwhenmakingcomprehensiveadjustmentstotheprojectscheme.Theorganizer,theundertakingunitandtheprojectconstructionunitmayalsoprint,publishandexhibitallthesubmittedresults,andmayevaluate,displayandpublicizethesubmittedresultsthroughthemedia,professionalmagazines,booksorotherforms.设计方案应为原创，且未以任何形式公开发表。设计方案或任何用于创作参选作品的素材均不得侵犯第三方的任何著作权、商标权、专利权及其他权利。若发生以上侵权行为，由此引发的一切纠纷或法律责任由应征人承担；给征集人造成的损失的，由应征人赔偿。(2)Thedesignproposalshouldbeoriginalandnotpublishedinanyform.Thedesignproposaloranymaterialsusedtocreatetheentryshallnotinfringeanycopyright,trademark,patentorotherrightsofathirdparty.Iftheaboveinfringementoccurs,alldisputesorlegalliabilitiesarisingtherefromshallbebornebytheapplicant;Anylosscausedtotheorganizershallbecompensatedbytheapplicant.应征人应遵守国家的有关保密规定，妥善保管征集人提供的图纸资料，并保护其知识产权。未经征集人许可不得将图纸资料或设计成果向第三方转让或用于本项目外的其他项目。(3)TheapplicantshallabidebytherelevantconfidentialityprovisionsoftheState,properlykeepthedrawingsandmaterialsprovidedbytheorganizer,andprotectitsintellectualpropertyrights.Withoutthepermissionoftheorganizer,thedrawingsordesignresultsshallnotbetransferredtoathirdpartyorusedforotherprojectsotherthanthisproject.参加本次征集活动的应征人均被视为承认本公告的所有条款。中选应征人应负责后续建筑方案深化，并作为获得设计奖金的条件。(4)Candidatesparticipatinginthissolicitationaredeemedtoacknowledgeallthetermsofthisannouncement.Thesuccessfulcandidateshallberesponsibleforthesubsequentconstructionproposaldeepeningasaconditionofreceivingthedesignprize.本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。(5)ThelawsandregulationsapplicabletothesolicitationitselfandthedocumentsrelatedtothisactivityareonlythoseofthePeople'sRepublicofChina.本次征集活动规则最终解释权归征集人所有。(6)Theorganizerreservestherightoffinalinterpretationoftherulesofthesolicitation.中英文内容如有差异或不一致,概以中文为准。(7)IncaseofanydiscrepancyordiscrepancybetweentheChineseandEnglishversions,theChineseversionshallprevail.
