竞赛目的
CompetitionPurpose
为了贯彻落实中央和省委省政府给予郑州航空港经济综合实验区的使命任务，牢固树立“二次创业再启航”、实现“二次腾飞”的目标，郑州航空港区管委会坚持以高水平规划引领高质量发展，做好顶层设计，按照“三学三提升”和“三标”的工作要求，计划组织开展郑州航空港2023“空中丝路”城市设计暨创意建筑国际竞赛——中原医学科学城城市设计国际竞赛。
InordertoimplementthemissionsandtasksgivenbytheCentralCommitteeoftheCommunistPartyofChina,theHenanProvincialPartyCommitteeandthePeople’sGovernmentofHenanProvincetoZhengzhouAirportComprehensiveEconomicPilotZone(HereinafterreferredtoasZhengzhouAirportEconomyZone,“ZAEZ”inabbreviation),andtofirmlyupholdthegoalsof“SettingSailAgainforaNewUndertaking”andachieving“SecondTakeoff”,ZAEAiscommittedtoleadinghigh-qualitydevelopmentwithhigh-levelplanningandconductingwelltop-leveldesign.Consistentwiththerequirementsof"ThreeStudiesandThreeEnhancements"and"ThreeStandards",ZAEZManagementCommitteeisorganizinganinternationalcollectionofurbandesignsforZhongyuanMedicalScienceandTechnologyCityinZAEZ.
本次城市设计国际征集活动，按照中原医学科学城“片区城市设计”和“核心区城市设计”两个层面工作展开，征集兼具前瞻性、创新性、实施性的城市设计方案，助力航空港高品位、高标准、高质量建设与发展。

工作范围与任务

片区城市设计
DistrictUrbanDesign
工作范围：为中原医学科学城全域范围，面积约40.3平方公里。
ScopeofWork:ThewholerangeofZhongyuanMedicalScienceandTechnologyCity,withanareaofabout40.3k㎡.
工作任务：结合世界及中国医学科学发展趋势，面向郑州航空港新的发展定位和21个城市功能片区新格局，梳理、研判中原医学科学城片区的功能定位及建设方向；结合国内外医学科学城建设优秀案例，提出片区城市设计的创新理念和整体设计思路；评估中原医学科学城现状建设情况，结合既有上位规划，提出片区城市空间与功能布局设计方案；针对城市综合交通、空间形态、风貌特色、生态景观以及公共空间等方面提出设计策略，在深化阶段形成城市设计导则。
Task:CombiningthedevelopmenttrendofmedicalscienceandtechnologyintheworldandChina,andfacingthenewdevelopmentorientationofZAEZandthenewpatternof21urbanfunctionaldistricts,thedesigninstituteneedstosortout,studyanddeterminethefunctionpositioningandbuildingdirectionofZhongyuanMedicalScienceandTechnologyCity.Consideringtheexcellentcasesofthebuildingofmedicalscienceandtechnologycitiesathomeandabroad,thedesigninstituteneedstoproposetheinnovativeconceptandthegeneralideaforDistrictUrbanDesign.AfterassessingthecurrentconstructionstatusofZhongyuanMedicalScienceandTechnologyCity,thedesigninstituteshallproposeadesignschemeofurbanspaceandfunctionallayoutfordistricts,incombinationwiththeexistinghigher-levelplan.Thedesigninstituteshallalsoproposethedesignimprovementstrategyintermsofcomprehensiveurbantransportation,spatialform,landscapefeatures,publicspace,etc.,andformtheurbandesignguidelinesinthedeepeningphase.
核心区城市设计
CoreAreaUrbanDesign
工作范围：分为两个核心区，总面积约9.16平方公里。其一，从北到南、顺时针由黄海路、双鹤街、志洋路、雍州路、东海路、双鹤街、鹤园南路、梅河路、冠园东二路、鹤鸣街、志洋路、梅河路所围合区域，面积约6.26平方公里；其二，是由彩鹤街、渤海大道、孙武路和蓝莲中路所围合的省医学科学中心所在区域，面积2.9平方公里。
ScopeofWork:Therearetwocoredistrictswithatotalareaofabout9.16k㎡.Thefirstdistrictistheareaenclosed,fromnorthtosouthandinaclockwisedirection,byHuanghaiRoad,ShuangheStreet,ZhiyangRoad,YongzhouRoad,DonghaiRoad,ShuangheStreet,HeyuanSouthRoad,MeiheRoad,GuangyuanEastSecondRoad,HemingStreet,ZhiyangRoadandMeiheRoad,withanareaofabout6.45km2.Theseconddistrict,wheretheProvincialMedicalScienceCenterislocated,issurroundedbyCaiheStreet,BohaiAvenue,SunwuRoadandLanlianMiddleRoad,withanareaof2.9k㎡.
工作任务：在片区城市设计基础上，以城市空间形态优化和环境景观提升为重点，详细梳理现状用地的出让和建设情况，基于现实基础提出风貌形象定位及城市空间设计方案。强化对密度、强度、高度的分区管控，形成对重点区域的城市空间管控、开敞空间组织、界面与轴线、节点与地标、交通优化解决方案等针对性设计内容，力求城市空间特色具有时代发展性和应对未来的前瞻性，以达到创造国际一流医学科学城高品质核心的目的。根据方案情况制定形态风貌控制要求，对地下空间、景观环境和建筑控制等方面制定引导措施，深化阶段形成城市设计细则。
Task:BasedontheDistrictUrbanDesign,thedesigninstituteshallfocusonimprovingtheformofurbanspaceandtheenvironmentallandscape,sortoutthecurrentlandleasingandconstructionsituation,andproposethepositioningoflandscapeimageandurbanspacedesignschemebasedonrealities.Inlightofstrengtheningthecontrolofdensity,intensityandheightbydistrict,andthedesigninstituteneedstoformtargeteddesigncontentsuchasurbanspacecontrol,openspaceorganization,interfacesandaxes,nodesandlandmarks,andtransportationoptimizationsolutionsforkeyareas,soastoproduceadistinctiveurbanspacedesignwiththefeaturesreflectingthedevelopmentofthetimesandvisionintothefuture,andcreateahigh-qualitycoreareaofinternationallyfirst-classmedicalsciencecity.Basedonthescheme,thedesigninstituteneedstodeveloptherequirementsforcontrollingtheformandstyle,prepareguidingmeasuresforundergroundspace,landscapeenvironmentandarchitecturalcontrol,andformurbandesigndetailsinthedeepeningphase.

本次竞赛采用“意向邀请1家+公开征集4家”两种报名方式。

本次国际竞赛工作分为“资格预审”和“方案设计及评审”两个阶段。
Forthisinternationalcompetition,theworkisdividedintotwophases:“Pre-qualification”and“SchemeDesignandReview”.
第一阶段：资格预审。
主办单位公开发布公告，面向国内外专业设计机构公开征集，设计机构提交相应的报名文件和概念提案，主办单位组织召开资格预审会，选取5家入围单位进入“方案设计及评审”阶段。
Phase1:Pre-qualification.
Theorganizerwillpubliclyissuetheannouncementforsolicitingdesignschemesfromprofessionaldesigninstitutesathomeandabroad.Thedesigninstituteswillsubmitthecorrespondingapplicationdocumentsandconceptproposals,andnext,theorganizerwillconvenethepre-qualificationmeeting.Then,5designinstituteswillbeshortlistedforthe“SchemeDesignandReview”phase.
第二阶段：方案设计及评审。
在入围的5家设计机构提交《参与确认函》和《保密协议》后，主办单位将组织入围设计机构进行现场踏勘和答疑，并提供方案设计阶段设计任务书和设计基础资料。入围设计机构在规定时间内提交符合要求的成果文件后，主办单位组织召开方案评审会，并在入围设计方案中选出前三名优胜方案。
Phase2:SchemeDesignandReview.
AfterthefiveshortlisteddesigninstitutessubmittheConfirmationonParticipationandtheNon-disclosureAgreement,theorganizerwillorganizetheon-sitesurveyandQ&Asessionfortheshortlisteddesigninstitutes,andprovidethedesignassignmentandbasicdesigndatafortheschemedesignphase.Aftertheshortlisteddesigninstitutessubmittherequireddeliverableswithinthespecifiedtimelimit,theorganizerwillorganizetheschemereviewmeeting,soastoselectthetop-3schemesfromtheshortlisteddesignschemes.

本次国际征集不设资质要求。
Therearenoqualificationrequirementsforthisinternationalsolicitation.
采用全球公开报名的方式，境内外独立法人企业或机构均可报名参赛。不接受个人或个人组合的报名。
Aglobalpublicapplicationmethodisadopted.Bothdomesticandforeignenterprisesorinstitutionswithindependentlegalstatuscanapplytoparticipateinthecompetition.Noapplicationfromanindividualorateamofindividualswillbeaccepted.
参赛单位可独立参赛，也可与其他设计单位组成联合体参赛，联合体内成员单位最多不超过3家。联合体报名时，需联合体成员单位自行达成具有法律效力的《联合体协议》，明确牵头单位及成员单位分工责任及权益分配。
Theparticipatingunitcanparticipateindependentlyorformaconsortiumwithotherdesigninstitutes,andthemaximumnumberofmemberinstitutesinaconsortiumisthree.Whensigningupforthecompetitionasaconsortium,thememberinstitutesoftheconsortiummustreachalegallybinding“ConsortiumAgreement”toclarifythedivisionofresponsibilitiesanddistributionofrightsandinterestsamongtheleadingandmemberinstitutes.
在中国境内无公司注册的境外参赛单位，如通过资格预审，进入第二阶段赛程前，需自行与境内设计单位组成联合体参加后续竞赛，联合成员数量不超过3家。
Incaseanoverseasparticipatinginstitute(includingonefromHongKong,Macao,andTaiwan),whichhasnocompanyregistrationintheChineseMainland,passesthePre-qualification,itneedsto,beforeenteringthesecondstageofthecompetition,formaconsortiumwithadomesticdesigninstituteinordertocontinuetoparticipateinthefollowingcompetition.Thenumberofmemberinstitutesinaconsortiumshouldnotexceedthree.
同一法人的企业及其母公司或全资子公司视为同一参赛单位，只能报名提交一个设计方案。
Companieswiththesamelegalentity,itsparentcompanyoritswholly-ownedsubsidiariesshallbeconsideredasthesameparticipatingunit,andcansubmitonlyonedesignscheme.
主创设计师需为参赛企业在册人员，主导参赛作品设计全过程，并作为主要方案汇报人员。若有不符情况，将取消参赛资格。最好有一名以汉语为母语的主要设计人员负责日常联络对接工作。
Themaindesignermustbeonthepayrolloftheparticipatingunit,mustleadthewholedesignprocessofthecompetitionentryandactasthemaindesignschemereporter.Ifthereisanydiscrepancy,theentrywillbedisqualified.Itispreferablethatparticipatinginstitute/consortiumhaveamaindesigner,whoisanativeChinesespeaker,responsibleforthedailycontact.

参赛者提交的全部设计文件在中国境内或境外没有且不会侵犯任何其他人的知识产权或专有技术或商业秘密。如果参赛者的设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应自行获得权利人的合法、有效、充分的授权。参赛者因侵犯他人知识产权或专有技术或商业秘密所引起的全部责任应由参赛者自行承担，并赔偿由此而给大赛组织方所造成的经济损失。

最终获奖及获选的参赛作品的知识产权归大赛主办方所有。参赛者对应征的设计方案享有署名权，经主办方书面许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。
Theintellectualpropertyrightsofthewinningandshortlisteddesignschemesshallresideintheorganizer(exceptfortherightofattribution).Theparticipantswillhavetherightofauthorshipforthedesignschemessubmittedbythem,andmayevaluateanddisplaytheirdesignschemesthroughmedia,professionalmagazines,booksorotherforms(totheextentthattheconfidentialityrequirementsaremetinaccordancewiththerelevantnationalregulations)withthewrittenpermissionoftheorganizer.
除参赛团队的设计标准、设计导则和绘图元素以外，参赛者不得将最终获奖及获选的应征方案用于其他的设计项目。
Exceptforthedesignstandards,designguidelinesanddrawingelements,theparticipantsarenotallowedtousethefinalwinningorshortlistedschemesforotherdesignprojects.
大赛主办方在与最终获奖及获选的参赛作品设计者签署使用合同后，大赛主办方有权依据使用合同之约定在本项目的实际应用综合调整阶段，可以全部或部分使用最终获奖及获选的参赛应征设计文件及设计成果，也可对其进行修改。
Aftersigningthecontractofuseforthefinalwinningandshortlistedschemeswithcorrespondingdesigninstitutes,theorganizermayuseallorpartofthefinalwinningandshortlisteddesigndocumentsanddesigndeliverablesintheactualapplicationandcomprehensiveadjustmentphaseofthisproject,andmayalsomakemodificationstothem.
在大赛期间，主办方有权对所有参赛者提交的应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。本次大赛结束后，未获选的其他参赛成果的知识产权，仍属于未获选参赛人所有，但主办单位/承办单位在与未获选参赛申请人签订合同后，则依据合同约定在不照搬原设计的情况下可以借鉴使用局部设计亮点。
Duringthecompetition,theorganizermayprint,publishandexhibitthedesigndeliverablessubmittedbyallparticipants,andmayalsoevaluate,displayandpublicizethedesigndeliverablesthroughmedia,professionalmagazines,booksorotherforms.Aftertheendofthiscompetition,theintellectualpropertyrightsofthedesignschemes,otherthanthoseshortlisted,shallstillresideinparticipants;providedthat,aftersigningacontractwithsuchparticipants,thehost/organizermayrefertoandusesomelocaldesignhighlights(onlyinthisproject)accordingtothecontractwithoutcopyingtheoriginaldesign.
方案征集中接收的所有有效的应征设计方案均不退回。
Allvaliddesignproposals(original)receivedintheproposalsolicitationphasewillnotbereturned.
赛事过程中，参赛团队须签署相关赛事资料保密协议。在大赛结果正式公布前，所有参赛申请人及相关人员，未经主办单位及承办单位同意，不得以任何方式披露、公开展示其参赛成果及任何竞赛相关的信息和资料，否则将被依法追究相应责任，取消其本次竞赛的参赛、获奖资格，并赔偿相应经济损失。
Duringthecompetition,allparticipantsarerequiredtosignaconfidentialityagreement.Beforethedesignschemesarereviewedandtheofficialannouncementofcompetitionresultsisissued,allparticipantsandotherrelevantpersonnelshallnotdisclose,makepublicordisplaytheirdesigndeliverablesoranyinformationrelatedtothecompetitioninanywaywithouttheconsentofthehostandtheorganizer;otherwise,theywillbeheldliableinaccordancewiththelaw,andtheireligibilitytoparticipateinandwinthecompetitionwillbecanceled,aswellasthecompensationforcorrespondingeconomiclosses.

关于河南郑州航空港
AboutZhengzhouAirportEconomyZone
国务院于2013年3月7日批复郑州航空港经济综合实验区发展规划，这是全国首个、也是目前唯一一个由国务院批复的国家级航空经济实验区。河南省委省政府确定郑州航空港为“空中丝绸之路”先导区，要求建成“现代化、国际化、世界级物流枢纽”、“中原经济区和郑州都市圈核心增长极”、制度型开放“中原特区”。目前全区实际管辖面积747.8平方公里，人口超过100万人，建成区达到110平方公里，基础设施覆盖超过220平方公里。高铁郑州航空港站已开通运营，航空港区正式迈入“机场+高铁”双枢纽时代，国际陆港、郑州水港也正规划建设，未来将形成“空铁陆水”四港联动发展格局，综合交通枢纽优势进一步得到加强。
OnMarch7,2013,theStateCouncilapprovedthedevelopmentplanofZhengzhouAirportEconomyZone,whichisthefirstandcurrentlytheonlynational-levelaerotropoliseconomicdevelopmentpioneerareaapprovedbytheStateCouncil.HenanprovincialgovernmentidentifiedZhengzhouAirportEconomyZoneasthe"AirSilkRoad"pilotarea,whichisrequiredtobuilda"modernized,internationalized,world-classlogisticshub",a"coregrowthpoleoftheCentralPlainsEconomicZoneandZhengzhouMetropolitanArea",andaninstitutionalopen"CentralPlainsSpecialZone".Theactualareaunderthejurisdictionoftheregioniscurrently747.8squarekilometers,withapopulationofover1millionpeople,abuilt-upareaof110squarekilometers,andaninfrastructurecoverageofover220squarekilometers.ZhengzhouAirportStationofhigh-speedrailwayhasbeenopened,andtheZhengzhouAirportEconomyZonehasofficiallyenteredtheeraof"airport+high-speedrailway"doublehub.TheinternationallandportandZhengzhouwaterportarealsounderplanningandconstruction,whichwillformthe"air-rail-land-water"four-portlinkagedevelopmentpatterninthefutureandfurtherstrengthentheadvantagesofthecomprehensivetransportationhub.
